Lausanne (IOC/FIL) The International Olympic Committee (IOC) held an Executive Board (EB) meeting on 29 September 2021 in the presence of the International Paralympic Committee (IPC). Beijing 2022 informed the EB of the principles that will help to deliver safe and successful Olympic and Paralympic Winter Games as planned.
All athletes and participants of the Games who are fully vaccinated will be included in the closed administration system upon arrival. Participants in the Games who are not fully vaccinated will be subject to a 21-day quarantine upon arrival in Beijing.
Athletes who can provide a justified medical exemption will have their case considered.
All vaccines recognised by the WHO or related international organisations or officially approved by the countries or regions concerned will be accepted.

From 23 January until the end of the Paralympics, a closed-loop management system will be implemented to ensure the safe conduct of the Games. This closed-loop management system will cover all areas related to the Games, including travel to and from the Games, transport, accommodation, catering, competitions and the opening and closing ceremonies. Within the closed circuit, participants may only move between Games venues to train, compete or work. A special transport system will be set up for the Games.
